Dixon Wright started his surety career in 1981 and is currently part of the USI surety operations in San Francisco following the Wells Fargo Insurance Services acquisition. 


Prior to joining Wells Fargo in 2009, Dixon owned a surety only agency along with a technology company active in developing internet based applications for surety.  Since 2003, Dixon has been working with California State University Chico on the ‘AGC Surety Connection Project at CSU Chico’ to promote open standards and interoperability as an approach to address one of the surety industries most challenging problems and our communities most pressing need:  improving access to surety credit for small and emerging companies.  Smaller companies, with limited revenue, have a difficult time getting support from financial service providers when the costs to handle their account are more than the revenue generated.  Reduce the administrative costs and smaller companies will be more profitable to have as clients. 

In collaboration with XBRL US, EDM Council, International Electrotechnical Commission Renewable Energy (IECRE) and the Smart Grid Interoperability Panel (SGIP) Dixon has been working to help identify commonly used data fields and create XBRL-CET, the taxonomy specifically tailored to the Construction, Energy and Transportation Industries. The efficiency gained will help small business while helping the largest entities, public and private, meet the demands of emerging technological requirements.

In addition to the community service effort to improve access to surety credit for small business, Dixon is involved in developing data modeling tools and data analytics for performance measurement to better manage contractor default risk and project monitoring of the utility interconnection process.  The resulting beta Performance Measurement dashboard was submitted to the Department of Energy’s Apps for Energy Contest – Data by Design.


Dixon’s work with XBRL and FIBO is to explore how a contractor’s financial statements could be provided to surety companies to make underwriting easier and more cost effective and offer the smallest companies the same interoperability benefits as the large publicly traded ones.  The objective is for various trade associations to align and synergize their respective industry specific standards so that XBRL and FIBO can collaboratively synergize with other standards to improve access to surety credit for small and emerging companies so they too can participate in the projects that serve their communities.

Dixon’s work with SGIP and Priority Action Plan 25 is to expand XBRL and FIBO to include the building of the nation’s smart grid by incorporating their respective industry standards into the overall framework being developed by SGIP.  The objective is to help implement open standards for the building of the nation’s smart grid infrastructure in such a way that small and emerging companies, particularly veteran owned businesses, can secure surety credit so they are qualified to participate, and so utility companies and developers can have a larger pool of qualified and bonded local contractors and vendors that are capable of operating under and utilizing project management tools enabled by open standards to manage contractor default risk. 


Dixon's work with IECRE as part of Working group 404 is to develop a Data Set for Panel Array Performance, which will allow monitoring of solar facilities and enable data analytics.  This data will improve the risk profile on solar projects, and provide a foundation for innovation to de-risk solar projects for better financial terms and conditions from lenders and providers of financial security credit facilities.
